New Friend : Dr. Jan H.

(MPF) The minister of Immigration, Andrew Lowry has announced that Dr. Jan H. of Brno, Czechoslovakia now has a wittenberg account as a Friend of the Republic ! Let's all welcome him hearthly !


Second highest number of posters since June 1st !

(MPF) Last week saw the second highest number of posters on Wittenberg since the secession of the Republic : 18. The most active week was the week ending on June 17th, with 19 posters.

US Elections finally Over !

(MPF)The last week was mostly monopolized by the US elections. Not only were a few threads concerning the election itself, but several key citizens were pre-occupied with it and thus less active. Let's hope that these citizens will be able to return to Wittenberg !

Dean Election under way !

(MPF) Every citizen should have received an e-mail reminding them of the Dean election, along with instructions on how to login to the Talossa Database System and how to vote.

 

At the time of writing these lines, 12 of the 19 citizens had voted, in addition to 2 citizens indicating their intention to abstain.

 

If you haven't vote yet, the voting form is at : http://www.talossa.net/database/vote.php

 

Please note that you need you database password, which was either sent by you recently, or randomly generated for you.

Launch of the UniversityOfTalossa.com!

(MPF) This week marked the launch of UniversityOfTalossa.com, a new website constiting of a learning Content Management System enabling instructors into creating online courses, and even online exams.

 

The current provisional Dean and founder of the University of Talossa, Martì-Pair Furxheir declared to Talossa Weekly :

"This project is for the future. I do not expect a big enthusism for it in the next few months, since the energies of the citizens will most likely be spent on drafting the constitution and establishing our common national identity. However, I think that the system will be useful in the future for creating online courses, notably on the Talossan Langage, on Web development and even, citizenship classes should we decide to impose a civic exam, which could be handled by the University of Talossa".

 

Any citizen can sign-up and request to become an instructor, which would allow them to create online courses easily.

 


Publication of the Voting tables proposal

(MPF) On Tuesday November 2th, the proposal for the Talossan Database Election tables has been published.

 

The Tables will be used to store the Election informations, candidates, and actual votes.

 

"The design of these tables is highly important, since it concerns the future of our electoral information gathering. Security, privacy and accountability were the key concerns I had in mind when I drafted my proposal", Mr Furxheir declared in an exclusive interview to Talossa Weekly.

 

 


Draft of rules on preferential ballots

(MPF) The acting provisional secretary of the Republic of Talossa has published the draft of one of the articles of the future electoral law of the Republic, in this case, the article on Preferential elections.

 

He asks for comments from voters, since there will shortly be several preferential elections, notably for the future President of the Republic and each of the Senators.

 

Here is the first draft, reprinted for non-witt readers :

ARTICLE N : Preferential Ballot Election

 

1. Preferential ballot elections are the method used to elect a single candidate by majority to an office in the Republic of Talossa.

 

2. A preferential ballot is a ballot in which the voters need to rank each candidate in order of preference, with their preferred candidate in first rank, followed by their second preferred candidate in second rank and so on. A ballot is only valid if all the candidates have been ranked.

 

3. Once the election is closed, the conductor of the election shall publish all the ballots, ensuring that there is no way to retrace which voter has cast which ballot.

 

4. If a single candidate receives a majority of the first rank of ballots, that candidate is declared winner of the election.

 

5. If no candidate receives a majority, a series of rounds of elimination shall be conducted, with each rounds consisting of three phases:

 

A ) Determining the candidate with the lowest current vote total

B ) Redistributing the votes for the candidate selected in phase A

C ) Determining the new current vote totals for every candidate, declaring a winner if one now has a majority

 

6. The Current Vote Total is the total number of votes currently assigned to a candidate, and includes all of his first rank votes, as well as any ballots redistributed to him by the elimination of other candidates.

 

7. When determining the candidate with the lowest current vote total, the tie breaking procedure must be used to select only one candidate per round, with the candidate with the LOWEST tie breaking result selected for elimination.

 

8. When redistributing the votes of an eliminated candidate, the name of the candidate is simply striked from every ballot in the election, however, none of the other candidates change rank as a result. The candidate in the highest non-striked rank simply receives the ballot. As such, if the first rank of a ballot is striked, it's second rank is used to assign the vote, and so on.

 

9. If at any rounds of the procedure, several candidates are tied for elimination, even if they are only 2 remaining candidates each tied with 50% of the vote, the following steps must be used to determine who is eliminated. If at any of the steps, one of the tied candidates has a lower total, he is selected for elimination.

 

A ) The number of first rank ballot cast for each candidate is calculated.

B ) The number of second rank ballot assigned to each candidate is calculated.

C ) One by one, the rank of each ballot assigned to each candidate is calculated, going down until there are no ranks.

D ) If there is still a tie, the next non-striked rank of every ballot is used to determine the loser of the tie, as if all the tied candidate had been elimininated and redistributed.

E ) If the above procedure is unable to determine a single loser in a tie between 3 candidates or more, the procedure is repeated between only the candidates that were still tied, going further down the ranks for their ballots.

F ) If there is a still tie for elimination, but that not all candidates are tied, all the tied candidates are eliminated.

G ) If there is still a tie between all the remaining candidates, the external method defined in the type of election shall be used. [For example, a vote by the Deputies, the flip of a coin, etc..]
